Ray Browning is an expert on logistical and medical countermeasures used in response to pandemics and acts of terrorism.

Browning was first introduced to biological agents and medical countermeasures (MCM) in the U.S. Marine Corps. These principles served him well when he moved into Public Health Emergency Preparedness.

While serving as a local public health emergency preparedness coordinator, Mr. Browning was responsible for local ESF-8 planning, exercise and response. He developed a regional MCM plan, trained personnel and conducted exercises for a Local Distribution Site that served eight counties, including open and closed POD partners.

While working for the Texas Department of State Health Services, Mr. Browning served as a regional preparedness coordinator for Health Service Region 2/3, which includes the Dallas/Ft. Worth metropolitan statistical area. His responsibilities included performing highly advanced consultative work in medical countermeasure dispensing and distribution, and health/medical preparedness and response planning for 49 counties with a total population of over eight million people. He served as a regional SNS coordinator, RSS site manager and CHEMPACK coordinator.

Browning has extensive experience in MCM plan development, POD design, volunteer management, training and exercise planning.

Browning has also served as a Medical Reserve Corps Coordinator, disaster chaplain and MCM subject matter expert. He has served in various volunteer and professional capacities during hurricanes Katrina, Rita, Ike, and Harvey, coordinated volunteer response to West Texas wildfires in 2011, which included evacuation of multiple healthcare facilities.
